Republic of the Philippines INVITATION FOR BIDS Supply and Delivery of Motorboats (IFB No. RXI-ICRMP-G-NCB-1-2009) Loan No. 2311-PHI 1. The Government of the Philippines (GOP) has received a loan from the Asian Development Bank (ADB) toward the cost of the Integrated Coastal Resources Management Project (ICRMP), and it intends to apply part of the proceeds of this loan to payments under the contract for Supply and Delivery of Motorboats. 2. The Department of Environment and Natural Resources (DENR) – Region XI now invites Bids from eligible Bidders for the supply and delivery of the following:
Delivery of the GOODS is required within Ninety (90) calendar days from receipt of DENR’s Notice to Proceed. The description of an eligible Bidder is contained in Section II of the Bidding Documents, ITB. 3. Bidding will be conducted in accordance with relevant procedures for open competitive bidding as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (R.A. 9184), otherwise known as the “Government Procurement Reform Act,” to the extent consistent with Asian Development Bank’s procurement procedures as defined in “Guidelines for Procurement Under Asian Development Bank Loans”, and is open to all Bidders from eligible source countries. 4. Interested Bidders may obtain further information from the DENR -RXI BAC and inspect the Bidding Documents at the address given below from 9:00 AM to 5:00 PM of November 10, 2009 to December 10, 2009 5. A complete set of Bidding Documents may be purchased by interested Bidders from the address below and upon payment of a nonrefundable fee in the amount of FIVE THOUSAND PESOS (PhP 5,000.00). The method of payment will be in the form of cash. The Bidding Documents shall be received personally by the prospective Bidder or his authorized representative. 6. The DENR RXI-BAC will hold a Pre-Bid Conference open to all interested parties on December8, 2009 at 2:00 PM at the DENR-LMS Conference Room, Km. 7, Bangkal , Davao City . 7. Bids and eligibility requirements must be delivered to the address below on or before 10:00 AM of December 10, 2009. All Bids must be accompanied by a Bid Security in the form of bank guarantee from a reputable bank in the following amounts. Late Bids shall not be accepted.
8. Bid opening shall be on December 10, 2009 at 11:00 AM at the DENR-XI Conference Room, Km. 7, Lanang, Davao City . Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below. 9. The DENR RXI –BAC reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders. 10. The Department of Environment and Nat6ural Resources, through its Bids and Awards Committee (BAC), invites consultants to apply for eligibility and if found eligible, to bid for the hereunder contract:
The list of minimum requirements is indicated in the Eligibility Form. Eligibility of prospective bidders shall be checked using a non-discretionary “pass/fail” criteria. Shortlisting of eligible consultants will be done based on the following criteria: experience of the consultant (30%), qualification of personnel (50%)and current workload/ Job Capacity (20%). Only five (5) eligible bidders shall make up the shortlist. The evaluation procedure to be adopted shall be QCBE (for QCBE) Bids whose technical proposals pass the minimum technical rating of 70% shall have its financial proposals opened. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals. All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference(s), Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulation (IRR). The contract will be awarded to the Highest Rated and Responsive Bidder who was determined as such during post-qualification. The schedule of activities are as follows:
The Eligibility Screening Form will be available at DENR-LMS, Bangkal, Davao City, upon submission of a letter of intent, and upon payment of a non-refundable amount of One Thousand Pesos (Php 1,000.00) per Lot to the DENR-Cashier. Submission and results of eligibility shall be in the same office. Bid Documents will be available only to shortlisted bidders upon payment of a non-refundable amount of Five Thousand Pesos (Php 5,000.00) per Lot to the to the DENR Cashier. The DENR assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of the bid. The DENR reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders. Prospective bidders should possess a valid PCAB License applicable to the contract, have completed a similar contract with a value of at least 50% of the ABC, and have key personnel and equipment (listed in the Eligibility Forms) available for the prosecution of the contract. Prospective bidders should have experience in undertaking a similar project within the last 2 years with an amount of at least 50% of the proposed project for bidding. The Eligibility Check/Screening as well as the Preliminary Examination of Bids shall use non-discretionary “pass/fail” criteria. Post-qualification of the lowest calculated bid shall be conducted. The bidder with the Lowest Calculated Bid (LCB) shall advance to the post -qualification stage in order to finally determine responsiveness of the bid to technical and financial requirements of the project.
