INVITATION TO APPLY FOR ELIGIBILITY AND TO BID

The Department of Environment and Nat6ural Resources, through its Bids and Awards Committee (BAC), invites consultants to apply for eligibility and if found eligible, to bid for the hereunder contract:

Brief Discription	:	Establishment of Project Control Points and Conduct of Political Boundary Survey of the above stated Municipalities.
Approved Budget for the Contract (ABC)	:	Lot 1: PhP 3,423,000.00
	:	Lot 2: PhP 3,164,000.00
	:	Lot 3 : PhP 7,168,000.00
Source of Funding	:	GAA CY 2009, Fund 101 (Supplemental Budget)
Contract Duration	:	120 calendar days

The list of minimum requirements is indicated in the Eligibility Form. Eligibility of prospective bidders shall be checked using a non-discretionary “pass/fail” criteria. Shortlisting of eligible consultants will be done based on the following criteria: experience of the consultant (30%), qualification of personnel (50%)and current workload/ Job Capacity (20%). Only five (5) eligible bidders shall make up the shortlist. The evaluation procedure to be adopted shall be QCBE (for QCBE) Bids whose technical proposals pass the minimum technical rating of 70% shall have its financial proposals opened. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference(s), Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulation (IRR). The contract will be awarded to the Highest Rated and Responsive Bidder who was determined as such during post-qualification.

The Eligibility Screening Form will be available at DENR-LMS, Bangkal, Davao City, upon submission of a letter of intent, and upon payment of a non-refundable amount of One Thousand Pesos (Php 1,000.00) per Lot to the DENR-Cashier. Submission and results of eligibility shall be in the same office.

Bid Documents will be available only to shortlisted bidders upon payment of a non-refundable amount of Five Thousand Pesos (Php 5,000.00) per Lot to the to the DENR Cashier.

The DENR assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of the bid. The DENR reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
