INVITATION TO APPLY FOR ELIGIBILITY AND TO BID

The DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES (DENR) through its Bids and Awards Committee (BAC), invites suppliers/ manufacturers/distributors/contractors to apply for eligibility and to bid for the hereunder project:

Prospective bidders should have experience in undertaking a similar project within the last 2 years with an amount of at least 50% of the proposed project for bidding. The Eligibility Check/Screening as well as the Preliminary Examination of Bids shall use non-discretionary “pass/fail” criteria. Post-qualification of the lowest calculated bid shall be conducted.

All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference(s), Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulation (IRR).

Bid Documents for each lot will be available only to prospective bidders upon payment of a non-refundable amount of Php 2,000.00 to the DENR Cashier.

Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criteria as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 (R.A. 9184) and is restricted to Filipino citizens/sole proprietorships, organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. Only Bids from Bidders who pass the eligibility check will be opened. The bidder with the Lowest Calculated Bid (LCB) shall advance to the post -qualification stage in order to finally determine responsiveness of the bid to technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated and Responsive Bidder (LCRB) who was determined as such during the post-qualification procedure.

The DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES (DENR) assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of the bid and reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
